Board personnel indicated they understood the asset requirement to mean that a patient's assets must be below the maximum level at all times during the month.
Because the countable assets exceeded the maximum amounts allowed under federal regulations the patients were ineligible for Medicaid benefits. Consequently, we question the allowability of $4,714 in Medicaid federal assistance.
