During fiscal year 1980-81, the prison recorded approximately $314,000 of equipment in the general fixed asset group of accounts and $211,823 in the prison ranch enterprise operation. The $314,000 in general fixed assets does not include any maintenance equipment, vehicles or mobile equipment, equipment at the license plate factory, furnishings in two of the inmate housing units, and equipment in the rental housing units. The omission of these equipment items has, in our opinion, a material eff...ect on the equipment valuation in the general fixed asset group of accounts. It was not practical for us to determine the dollar amount of the unrecorded equipment.
14 The prison utilizes the Department of Institutions' Supply Inventory Monitoring System (SIMS) to account for fixed assets.
As discussed in the preceding paragraph, not all the fixed asset items were recorded on SIMS. In addition, SIMS did not include dollar values for recorded assets. We also noted that when assets were transferred from one location to another, SIMS was not up- dated to reflect the change.
