...endation that an identi- fication number unique to an individual on its face appears reasonable, no one has identified any other numbers which would be unique except social security numbers (SSN's), so the following comments relate to their use. As we stated in the exit conference, requiring SSN's may be in conflict with federal statutes. A brief review of the federal law indi- cates that state government agencies are prohibited from denying benefits to individuals who refuse to disclose their SSN's.
