The Tribal Transition to Welfare Reform With the advent of national welfare reform in August 1996, Montana's tribes were faced with two choices.
They could, according to the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), either file their own three-year "tribal family assistance plan" or accept the state's plan.
The state's plan is Families Achieving Independence in Montana (FAIM) as it has been altered by the requirements of PRWORA's Temporary Assistance for ...Needy Families (TANF) section. At this writing, no tribe has opted to file its own family assistance plan.
Initially, under Montana's waiver package and federally approved terms and conditions, tribes with their own JOBS (employment and training) programs were given the option of becoming involved in FAIM or continuing to operate public assistance grant programs under existing guidelines. (Fort Belknap's Assiniboine and Gros Ventre tribes were not given this option because they did not have a tribal JOBS program).
