§ 388. Liability of postoffice department. — One of the ex- ceptional bailments recog
...nized by the law is that of receiving, carrying and delivering the mail. The mail service of the country is intrusted to the postoffice department of the govern- ment; it is under its general supervision and control; and while in the performance of the duties connected with the mail service, not only letters and packages that may be properly denominated as mail matter, but large quantities of merchandise, are re- ceived and carried. But it can hardly be said that the relation of a common carrier of goods exists; it is more in the nature of a bailment for hire.
