By the Swiss law, consuls at seaports must examine, without charge, all complaints made by Swiss emigrants concerning — 126 — failure to carry out their contracts. If the persons concerned demand it, a report of the hearing will be made, and a copy sent to the Federal Council, which will take steps, so far as the credits at its disposal will permit, to ensure that at the principal ports of embarkation Swiss emigrants may receive assistance and advice.
