The answer, equally obvious, is that most will arise from the private sector. There is still, however, a critical role for govemment to play in supporting the efforts of the private sector. We have considered the question of the govemment's role through exploration of deficiencies in the market for environmental technologies as well as a survey of public programs to support environmental technology development in the United States and other countries.
