Executive Department, Dec. 2, 1850.
REPORT Office of the Literary Board, N. C. \ Deo. 2nd, 1850. / Tr the Greneral Assemble/ of the State of North Carolina.
The President and Directors of the Literary Fund submit respectfully the following Report : Among the various trusts committed by the Legislature to this Board, the supervision of the fund for Common Schools, and the distribution of the income thereof annually among the Counties for School purposes is the most interesting to
...the public.
It is exceedingly doubtful whether the ends accomplished' hj the diffusion of these large sums of money, are any de- gree commensurate with the public expectation, or are real- izing the noble and benign objects aimed at by the C"eation of the fund.
In some of the Counties, it is doing much good, while in a large number it is believed the money is expended Avithout effecting any substantial benefit, or is left in the hands of su- perintendents or School Committees.
The fund itself is too small.
