" This information was instantly communicated to the President and Secre...tary of the Navy, who, being im- pressed by the assurances of the chief signal officer that the information was absolutely trustworthy, at once issued orders for the blockade of Santiago; but Admiral Sampson only half believed the report, and Admiral Schley not at all, so that an inexcusable delay occurred in ''bottling up" the Spanish ships, and for ten days after he entered the harbor Cervera was free to sail out of it again undisturbed. On the day after the squadron arrived Colonel Allen again telegraphed, 'Talayo and four cruisers in Santi- ago"; and later, that the Spanish squadron was short of coal and could not obtain any in Santiago.
