All of this money will be repaid back from the building proceeds. VA would not be putting one single dollar in the renovation of the building. That building would be leased out to a developer who would then, under the auspices and control of VA, redevelop that building as (1) a memorial building, but (2) would have private use in that building. Then VA would have financial control over what goes on in that building and how that building is redeveloped.
