In its broadest sense the or- ganization of the land forces is but a part of the national war organi- zation, which includes the organization of the sea forces and of all other national resources.
A scientific solution of our military problem must include a determi- nation and definition of national policy, and the provision of sufficient military and naval forces to support that policy against such adverse interests as may develop from time to time.
