"This State has enacted, that any person who shall, without lawful au- thority, remove or attempt to remove from this State any Fugitive Slave, shall forfeit to the party aggrieved five hun- dred dollars, and be imprisoned not ex- ceeding ten years in the State prison; and all accessories after the fact are also liable to imprisonment. " The habeas corpus act provides that Fugitive Slaves shall be entitled to trial by jury, and makes it the duty of all the Commonwealth's Attorneys to defend Fugitive Slaves at the expense of the State.
