The insti- tute has been giving education to the masses to a limited extent, and 12 C'onyross has shown its appreciation of the value and importance of tho work that has been done and of the possibilities of th« new field in pu])lic education that has been opened up by appropriating from the National Treasurj- funds for its encouragement and support.
