The three reports were thorough and professional responses to the problems that were revealed by Hurricane Andrew. We are generally supportive of their recommendations, although we disagree with some specifics. We have also com- municated with both GAO and NAPA our belief that a catastrophic disaster re- sponse operation requires a single recognized point of authority over the entire Federal Response Plan and all of the lead and support agencies that are part of it.
