HOWEVER, IT IS A CLEAR EXAMPLE OF THE MISMATCH BETWEEN PROGRAMMATIC ASPIRATIONS AND RESOURCES PROVIDED, THAT UPDATING NASA'S TECHNOLOGIES SHOULD BE SEEN AS A BOLD NEW INITIATIVE INSTEAD OF WHAT NASA SHOULD BE DOING AS PART OF ITS BASIC MISSION.
THIS BUDGET INCLUDES A NUMBER OF NEW STARTS. THEY ALL APPEAR TO HAVE SOME MERIT.
