Be it enacted, etc. , That except as modified or repealed by this act all the provisions of the act of Congress appioved the 2d day of March, 1893, entitled "An act to provide a permanent system of highways in the District of Columbia lying outside of cities, " shall be and remain in full force and effect, and that all the powers given to the Commis- sioners and others thereby shall also apply to and be capable of being exercised within the limits of the cities of Washington and West Washington (formerly Georgetown), and tipon and through any addi- tion thereto, whenever it may be necessary to open or connect streets within the said cities, or streets lying partly within and partly beyond the limits thereof.
