Of course it is difficult for an Occidental to put himself in the place of the Oriental, but I have had a good deal of opp...ortunity to study the Filipino people and to understand in a dim but still somewhat compre- hensive way the characteristics of the race. I do not hesitate to say that the strong man among them believes that the worst thing that could happen to his country would be to have the United States abandon it; that it is far better to go on as proposed by us, under the sovereignty of the Ignited States, with a gradual extension of the electorate to the people who show themselves quali- fied, and of the governing power to the electorate.
