In all private Transactions between Man and Man, the Lender takes Advantage of the Borrower; and to suppose the Government can ever borrow Money, without it's being in some Measure a Jobb to the Lenders, is an Utopian Scheme ; which an eminent Man, of the present Age, seems to have fallen into : Now that Man appears to me to be the best Min- ister for this Country, who contrives to make it the least Jobb possible.
