A TELEGRAM from Sir Spenser St. John informs me that the Agreement has been signed without alteration in the form communicated to me by him.
In acquainting you with this fact, of which, however, your Government has no doubt already informed you, I cannot
... but express my sense of the obligation that Her Majesty's Government are under to your Excellency for the spirit of conciliation which you have shown in the course of these long and difficult negotia- tions ; and I am sure that without your Excellency's cordial support they would have led to no result.
I hope that the political and commercial relations of this country with Mexico will now be placed on a permanent and satisfactory footing, which cannot fail to be of advantage to the interests of both countries.
