This law is an expres- sion of their purpose that the army should not be used at any election except for the purpose of keeping the peace.
Those Republicans who voted against it did so on the ground that there was no cause for such legislation; that it was a slander upon the Government and the army to say that they were interfering with the proper freedom of elections.
