But they also established a mechanism for an expedited review so that if people want to do something collaboratively, they can get an answer in very quickly. I understand that in fact, they are get- ting those answers out, and if you do what you say you are going to do on paper when you write your question in, you are protected, you are safe, you have a harbor.
I think a lot of times rural providers are a little afraid of getting into this area.
