Finally, the Act's interest in reinventing government. I can most usefully address this from my vantage point as a participant in high school reform. The curse of the current American secondary school system starts from its impersonality, the daily schedule of six or seven periods, each with class after class taught by teachers who most of the students know all too little, the course of study chopped up into incongruous bits, none of which is tied together, and a system which reinforces this intellectual chaos with its cre- dentialing and assessment systems.
