But it will be objected^ the legislature would in vain endeavour to appease present distur- bances, and to allay present heats, by holding out the prospect that in the year 1814, a new trade will be opened to our needy manufacturers. That the legisla- ture will not so create new resources for the present supply of these manufacturers, we admit ; but will they not create consolatory expectations ?
