I am disposed, therefore, to regard the wide range of these negotiations, and the diversity in the sums oftered and agreed to be accepted, chiefly as indicative of the desire of the executive Governmenta of both countries to arrive at some adjustment of a national Hudson's bay company claims. 255 controversy; and as evidence of the extreme difficulty of form- ing an accurate estimate of the real value of the rights which were in dispute.
