General Washington, then chief magistrate of the union, though justly sensible of the assistance of France in the war of the revolution, and desirous of a reform in the French government, which would be favorable to the liberties of the subjects, was not disposed to compromit the peace and welfare of the United States, by joining that nation in a war with other European powers.
