In May, 1854, the passage of the Kansas-Nebraska Bill by Congress gave a new impetus to their efforts. This statute provided for the formation of two Territories 1 Illinois Statutes of i?S2. "An act to prevent the immigration of free negroes into this State. " Sees. 1-4, 8.
