Cooper makes some interesting remarks on our border methods, and compares them with those adopted by the Chinese, condemns the blockade system to punish tribes as being calculated to produce lasting feelings of antagonism, and speaks of the wisdom of relieving the whole of northern Assam from invasion and violence by Government's system of " Posa " (which has been described before), which yearly expenditure of a few hundred pounds has produced useful and good effects.
