But, having been for the last thirteen years more intim- ately associated than almost any other Irishman with the finances of all grades of Irish Education, I conceive it to be my duty not to deprive my fellow-countrymen of any help I can afford them in the present crisis. The time has come for one who knows to be outspoken on a question in which the majority — to judge from their silence — are either unqualified, or afraid, to speak.
