The upper house or senate of the Canadian parliament bears a name which goes back to the days of ancient Rome, and also invites comparison with the distinguished body which forms so important a part of the congress or national legislature of the United States ; but neither in its constitution nor in other respects does it resemble those great assemblies.
Three great divisions of Canada, (i) Maritime Pro- vinces, (2) Ontario, and (3) Quebec, were in 1867 each given an equal representation of twenty-four members with the hope of affording a special protection to their [93] 94 LEGISLATIVE POWER.
