When the crusade was begun in 1890 injustice and robbery was punished in 444 discovered cases : next year, convictions dropped to 205 ; next year to 162 ; next to 82. In one single transaction four distinct dishonest profits were made in addition to that which was lawful, by (i) the coals being wetted and so made heavier, (2) the weights being false, (3) the sacks not being properly filled, and (4) an empty sack or two being taken in the waggon to be counted as having been emptied !
