The Secretar3^s proposal to clarify BVA's authority "to obtain and employ medical opinions" would further complicate BVA's role by altering its very mission. If this change were carried out, BVA would undertake claims development which is the primary duty of the regional office. While this would conceivably cut down on the number of remands, it would hamper the timeliness of BVA deci- sions.
