We are pleased to appear here today, to present our views, and endorse H. R. 4719. And although he is not here, I would like to thank Chairman McCloskey and yourself, Ms. Norton, for the tre- mendous efforts that both of you have undertaken for Federal em- ployees during the 103d Congress and beyond.
Regarding a placement system, it is NAGE's contention that there has been a need to have an interagency placement system that works well. There is a need and there will continue to be a need. Your
...earlier comments, Ms. Norton, stress that increasing numbers of people are being subjected to the downsizing goals of the administration.
So we think that it is very important that, as soon as possible, a workable, intelligent, rational, placement system be put in place.
In preparing for this testimony, I went over some previous NAGE testimony before the Post Office and Civil Service Committee. Ten years ago this September, NAGE, and I am sure the other Federal employee unions, came before a now defunct subcommittee and stressed the need for an interagency placement system, a govern- mentwide placement system, to capture those employees who were being RIF'd.
