Pierce, of Porter, gave the best explanation of his vote, and I shall give it first. He took exception to Mr. Mitchell's reference to per- jury, designating it as "uncalled for.*' In his opinion the House had a legal right to pass a resolution or laws, as long as a majority was present. He said if the minority, by their resignations, were allowed to break up a quorum, it would set a bad precedent; and in the future it might be impossible to pass important legislation.
