The capital of the country had not been diminished, but it had changed its form : it had to a great extent become fixed : while it is Circulating (Unfixed) Capital that sets labour to work.
All that can be truly said is, that an augmentation of Circulating (or Unfixed) Capital favours a demand for labour.
Working men know too well that the immediate effect of additional machinery (Fixed Capital) is to supersede labour : therefore they formerly violently destroyed machines for threshing and lace...-making.
Men then, are set to work by Circulating (or Unfixed) Capital, or rather by its possessors. But these traders will not set them to work unless they have some profitable task for them. A Field for Employment is necessary, as is conceded by Mr. J. S. Mill. But this I will not insist on at present.
Then again, it is erroneous to say even that labour is dependent upon unfixed capital ; for this means 3O2 THE PURSE AND THE CASHBOX. CHAP. VI.
that it is altogether so dependent ; while the truth is that it is only partly so dependent.
