In the manufactured iron trade of the South Staffordshire district, wages have been arranged by the president of the board since the abolition of the sliding scale in September, 1883;"^ but in this case, on the reconstitution of the board, which was effected some years ago, a provision was made^^^ for the election of a president who could take no part in the discussion, but enjoyed the possession of a ■ casting vote.
