The rate proposed is equal to only about 14 per cent, of the entered value, while these articles not being provided for by name, it is a question of dispute whether they are dutiable at 20 percent, ns gar- den seeds, or at 10 per cent, as vegetables, both rates being collected at the various custom-houses.
