" This was follow...ed on January 4, 1900, by a formal note setting forth the opinion of the German Government that there was no justification for Prize Court proceedings. "This view, " it said, "is grounded on the consideration that proceedings before a prize court are only justified in cases where the presence of contraband of war is proved, and that, whatever may have been on board the Bundesrath, there could have been no contraband of war, since, according to recognized principles of international law, there cannot be con- traband of war in trade between neutral ports.
