62 DEPARTMENT OF THE INTERIOR What should be done is to have careful measurements made of the water used by different individual farmers under varying conditions of soil, crops, as well as slope or lay of the land, at different points in the province. And, most important of all, these will be continued for a number of seasons. Foj to obtain reliable information we must have the average results for a number of years. Therefore, if the duty of water is too great, the sooner the fact is demonstrat...ed the better. If the duty is- correct and we must merely change our methods to be able to get maximum results. This fact can be learned none too soon. As I have said before, I do not profess to be in a position to express an opinion as to whether the duty of water should be changed, but I will say most emphatically that we are woefully lacking in data along these lines, and the sooner information is gathered the sooner will we be in a position to avoid much misunderstanding and possibly material loss when the time comes for the water to be carefully measured out to each farmer.
