Committee on Appeals: There shall be appointed, quadrennially, a Com- mittee on Appeals, composed of at least five members, whose duties shall be to hear appeals from the decisions of the several District Boards of Church Location and Building, or any other questions that may properly come before them.

3. Any resolution involving the expenditure of Conference funds shall be pre- sented to (or the approval shall be secured of) the Commission on World Service and Finance.
