The Coile amendment was approved. Coile then moved the adoption of the rules.
Amendment: Bishop Minnick recognized Joseph Bethea who moved "that the rules be amended in Section IX - Districts, Item 3, to say 'may' instead of 'shall'." Coile responded that this was already covered in The Discipline. The amendment passed unanimously.
The rules were then presented for adoption and they were passed.
Amendment: Samuel Dixon brought the following amendment: "On behalf of the Executive Committee of the Conference Council on Finance and Administration, I move that the Lay Equalization Plan ( 1 974 Journal, page 261 ) determining Annual Conference membership, be amended to include the Conference Treasurer-Business Administrator.
