In Urbana the maximum tax-rate for the educational fund was set by special referendum at $1. 38, and the maximum tax-rate for the building fund is set by state law. In December, 1953, the total tax-rate levied was $1, 784. $1. 28 of the total (nearly 72 per cent) was levied for the educa- tional fund : administrative and office expense, teachers' salaries, classroom supplies, heat, light, janitor service, etc. ; $. 16 of the total for the building maintenance fund : insurance, repairs ; and $.

Many items in the budget, such as textbooks and cafeteria, are set up in revolving funds, and income balances expense once the initial invest- ment is made. Reports of state legislation on schools are available; most of the meetings of the local school board are open to interested citizens, and all business is transacted in open meeting; and the school district's financial report is open to inspection annually.
The Urbana School District is about average in the tax-effort made on a local level compared with school districts of the same size in the state as a whole.
