Putting aside the amounts due by the Nation in virtue of engagements entered into, prior to the revolutionary mo- vement, it may be stated that the new indebtedness, will scarcely reach the amount of $125.000,000, national gold, for which the country is indebted after four years of struggle, and which constitutes the result of the fiscal oiforts of the First Cheif's Department.
^ 94 The said debt is as follows: Paper not folsifiable still outstanding, computed at the rat...e of 20 cents gold for each peso $ 80.000,000.00 Veracruz paper 5.000,000.00 Loans from Banks 20.000^000.00 Various debts pending, including unpaid balances of salaries to employees to April 30 1917 . 20.000,000.00 Total ^ 125.000,000.00 The amount of the indemnities and damages caused dur- ing the war which sooner or later will fall on the Revolu- tion, must be considered as a debt. Amongst these damages must be considered, the amount for repairs to the National Hallways and the indemnities which must be paid, to the un- dertaking in accordance with the Railvay Law.
