The best way to form a judgment is to turn to the great lines traced by history: and what has been said in my former lecture about the era of reforms may, I hope, have left at least this impression that the Russia of our time is most directly con- nected with the Russia of the sixties. Whereas at the beginning of Alexander II's reign there existed only some 1,000 versts of railway in the huge empire, in 1899 H. L. 17 258 Russia there were 48,000 versts in action and nearly 8,000 building, and by this enterprise the drawback of enormous distances is being gradually overcome. Agricultural resources have been developed, chiefly by the spread of cultivation and partly, especially in the West, by the adoption of better methods, and the country counts as one of the great producers of grain for the world market.
