The modern Conciliation Acts, as represented by the statute of 1896, aim at a new object and rest upon new ideas. Their object is not merely the settlement of definite disputes which have arisen between em- ployers and their workmen, but also the prevention of such disputes in the future, and they seek to achieve this end through the moral influence of the State brought into play by the action of the Government.
