In your letter you state that "T. Hare disagrees with this decision of the Civil Service Commission, Letter Opinion No. 66-11-A I Honorable John A. Ertola February 11, 1966 claiming that since he received less money in the position of Assist- ant Chief Deputy Sheriff (Civil) than he had been receiving in the position of B160 Law Clerk, it was not a promotional examination.
Section 145 of the Charter in dealing with veterans credits on promotional examinations reads as follows: "If he has receiv...ed a permanent appointment from a list of eligibles derived from a promotive examination in which he has requested and been allowed the additional credits of three per cent as herein provided, and has served the full probationary perio d therein as provided in this charter, such "additional credits of three per cent th a t have been allov;ed him on lis t s of eligible s derived from other promotive examinations shall be auto- matically cancelled , and his rank on such list or lists revised to accord with his relative standing before such additional credit s.v/ere added, and he shall not be allowed such additional credits in any other promotive examinations." (Emphasis addedT) Section 146 of the Charter, insofar as it bears on the ques- tion propounded in your letter, reads as follows: "Whenever it deems it to be practicable, the civil service commission shall provide for promotion in the service on the basis of such examinations and tests as the commission may deem appropriate ....
