It is represented in support of this contention that life insurance is a beneficent thing and should be encouraged and fostered by exemption instead of being burdened with a tax; that the assets of such companies held in trust for policy holders are accumulated savings the taxation of which would be a burden upon and a discouragement of provi- dence and thrift; that such assets, other than real estate, consist mainly of interest or dividend bearing securities which are merely representative of interests in tangible property usually fully taxed in the jurisdiction where located, and to tax both would be double taxation in economic effect.
