Ties be- tween Church and State, which were then, to the Euro- pean mind, normal, led sometimes to conditions that negatived what those ties were supposed to mean. Threats which kings and statesmen made in attempt- ing to sway the action of the Vatican Council were known in all the chancellories of the world. The Austrian, French and Spanish Cardinals spoke with the weight of a power, which had been allowed them by custom rather than law, of vetoing the election of Popes.^^ The dif- ference between this European background, the result of long historical processes, and the full freedom of the American Bishops in the Council was not lost upon Gib- bons.
