Besides, it was said that, with his important duties and responsibilities, he could not possibly have the leisure to prepare an address for such an occasion. In answer to this it was urged that he himself, better than any one else, could determine as to these questions, and that, if he were invited to speak, he was sure to do what, under the circumstances, would be right and proper.
