CBO does not endorse these proposals, nor is the exclusion of any 119 Page 3 proposal an indication of its lessor worth. The purpose of this study is to present the consequences of a broad range of possible changes in current policy in an impartial manner. The decision as to whether to carry out any of them is for elected officials to make.
Virtually all of the options presented here would, in isolation, reduce employment.
