The negotiating is done by the tw^o top union officials, who, as members of the national executive board, are ex officio members of the conference commit- tee. The judgment of the committee as a whole is determined at private meetings held from time to time during the negotiations.

Their complete under- standing of the issues makes it possible for them to do a skilled job of explaining the agreement when they get home.
The Association was formed in 1875 and today its membership covers 85 to 90 per cent of the industry. Most of the firms which are not members of the Association have contracts with the Brother- hood that provide for the same wage rates and working conditions.
